Scottish Water Statement on Trade Union Strike Action and Talks

UPDATED: Friday, 4 July 2025

As a result of the latest talks with the Joint Trade Unions, Scottish Water has published the following statement.

A spokesperson for Scottish Water said: “We've had positive discussions with the joint trade unions and have tabled a revised offer that would see pay increase on average by about 7.5% over two years.

“Those on lower salaries would see higher percentage increases. This builds on a decade of above-inflation increases at Scottish Water that reflect our commitment to the principles of Fair Work while ensuring increases are affordable for customers too.

“The key elements of the combined offer, for all Scottish Water employees, are a minimum increase of £2850 that is made up of a £1400 underpin for 2024/25 and a £1450 underpin for 2025/26.

“This is a very strong and progressive offer that balances the interests of our people and customers. We welcome the opening of a ballot by the trade unions on the offer and would encourage all members to vote.

“It is in everyone’s interests that the current dispute is resolved so that our people can get the pay increases they deserve and continue delivering an essential service to the people of Scotland.”

This latest round of pay negotiations started in June 2024. Since then, Scottish Water has made several offers.

Unlike other parts of the public sector, average wages at Scottish Water have increased by more than 10% above inflation (CPI) over the last decade, reflecting the company’s investment in its people.
